In 1976, a referendum was held regarding the establishment of the Vermont Lottery. It was during the 1977 session of the General Assembly, that Public Act No. 82 established the state-run Vermont Lottery. Green Mountain Game, the first game of the Vermont Lottery went on sale on February 14, 1978. Soon after this, Pick 3 was launched on November 10, 1980.
The Vermont Lottery is committed to contributing all its lottery proceeds to the Education Fund, while strongly communicating the importance of responsible gaming.

The Vermont Lottery Commission was established to determine the types of lotteries to be conducted, prize structures, selection of winners, manner of compensation and sale, as well as regulating the sale of tickets by the vendors. The Commission governs the establishment and operations of the Vermont State Lottery. The governing powers of the Commission include regulating the manner in which lotteries are conducted, price of the tickets, payment of prizes, frequency of drawings, licensing of agents, sale of tickets, locations of sale of lottery products, selection of winning tickets, apportionment of total revenue generated, costs incurred in the creation, operation and administration of the Vermont State Lottery.
