Hoosier Lottery is governed by Indiana State and is a member of the Multi-State Lottery Association (MUSL). Hoosier lottery referendum was approved by voters in November 1988. They started selling lottery tickets in the following year, in 1989. As per the data released by Hoosier Lottery, total lottery prizes won by players top $9.1 billion till February 2013. While it transferred over $4.2 billion to Indiana state to support the public programs and about $1 billion towards retailer commissions and bonuses. Hoosier lottery launched Cash 5 in November 2012, and it has been contributing since then.
The State Lottery Commission of Indiana comprises of five members appointed by the Governor of Indiana. The Commission was framed by the Indiana Law to oversee the operation of the Lottery.
The Commission acts as an advising agent to the Executive Director making recommendations regarding the operations and management of the Hoosier Lottery. Not more than three people of the same political party can be the members of the Commission. The Commission meets at least once in a quarter.
Proceeds from Lottery ticket sales and unclaimed prizes go back to the community for -State General Fund (and a little to teacher, police, firefighter pensions)
