In 1953, the Idaho Supreme Court made a decision that eliminated all forms of casino gaming in the state, most notably slot machines. Almost three decades later, the proposal for the introduction of the state lottery was approved by voters in November 1986 but was declared unconstitutional by district judge Gerald Schroeder the following March. His decision was contradicted by the Idaho Supreme Court and resulted in the amendment to the State Constitution. The voters then approved the whole system and structure of the lottery in November 1988, thus introducing the Idaho Lottery in July 1989.
Since its establishment, the lottery has returned more than $473.3 million to Idaho public schools and buildings and $1.8 billion in tickets.
The Idaho Lottery unveiled the twice daily draw, called Pick 4 on January 10, 2021, with a top prize of $5000 for a $1 ticket. The tickets for the game will only be available at authorized Idaho lottery retailers. This is the first game offered by the Idaho Lottery since June 5, 2000, after the debut of Pick 3. Pick 4 has joined Pick 3 as an additional numbers game to the daily Draw Game lineup.

The Idaho Lottery comprises of the Idaho Lottery Staff and is governed by the Lottery Commission. The Governer of the Commission appoints the five-member commission and each member serves for five years. The Commission frames the rules for the agency, approves contracts and monitors all the operations of the Lottery. Executive Director Jeffrey R. Anderson, is currently serving at pleasure as the Governer.
The Director is liable for looking into day to day lottery operations including security, media relations, warehousing and inventory control, marketing, sales, information systems, and fiscal management.
